China is preparing for war against the United States!

Despite not commenting directly on this demand, White House spokesman Sarah Sanders expressed concern over the Chinese military action in that region as a whole. He said that direct concern about China has been expressed in this regard. He warned about short and long-term consequences of this step.
The Foreign Ministry of China has yet to comment on this claim. However, according to the Foreign Ministry, there is no doubt about China's sovereignty over the Spratly Islands. Defense security can be deployed in the national interest.
But no country is the target of this move. A spokesman for the ministry said that there is no reason to worry about those who do not show aggression.
In July, a number of naval forces will be held in the United States under the leadership of the United States on the Hawaii Islands. According to experts, if China invites you to join it first, it may be withdrawn because of the country's move. Note that in 2015 and 2016 the Chinese Navy joined this exercise.

একদিকে বাণিজ্য যুদ্ধ এড়াতে আলোচনা, অন্যদিকে দক্ষিণ চীন সাগরে সামরিক তৎপরতার পরিণতি সম্পর্কে চীনকে সতর্ক করে দিচ্ছে ওয়াশিংটন।দক্ষিণ চীন সাগরে চীনের বেড়ে চলা সামরিক তৎপরতা গোটা অঞ্চলে মাথাব্যথার কারণ।
চীন এবার সেখানে জাহাজ ও বিমান বিধ্বংসী ক্ষেপণাস্ত্র মোতায়েন করেছে। মার্কিন টেলিভিশন কেন্দ্র সিএনবিসি মার্কিন গোয়েন্দা সংস্থাগুলিকে উদ্ধৃত করে এই দাবি করেছে।
গত ৩০ দিনে স্প্র্যাটলি দ্বীপপুঞ্জের ফায়ারি ক্রস রিফ, সুবি রিফ ও মিসচিফ রিফে এই সব সরঞ্জাম পাঠানো হয়েছে বলে সেই রিপোর্টে উল্লেখ করা হয়েছে। ভিয়েতনাম ও তাইওয়ানসহ এশিয়ার কয়েকটি দেশ বিতর্কিত সেই দ্বীপপুঞ্জের দাবিদার। চীন অবশ্য সেই দাবি নস্যাৎ করে সেখানে নিজস্ব অধিকার প্রতিষ্ঠা করে আসছে।
সরাসরি এই দাবি সম্পর্কে মন্তব্য না করলেও হোয়াইট হাউসের মুখপাত্র সারা সান্ডার্স সামগ্রিকভাবে সেই অঞ্চলে চীনের সামরিক তৎপরতা সম্পর্কে দুশ্চিন্তা প্রকাশ করেছেন। তিনি বলেন, এ বিষয়ে চীনের কাছে সরাসরি দুশ্চিন্তা প্রকাশ করা হয়েছে। এই পদক্ষেপের স্বল্প ও দীর্ঘমেয়াদি পরিণতি সম্পর্কে সতর্ক করে দিয়েছেন তিনি।
চীনের পররাষ্ট্র মন্ত্রণালয় এখনো এই দাবি সম্পর্কে কোনো মন্তব্য করেনি। তবে পররাষ্ট্র মন্ত্রণালয়ের মতে, স্প্র্যাটলি দ্বীপপুঞ্জে চীনের সার্বভৌমত্ব নিয়ে কোনো সংশয় নেই। জাতীয় স্বার্থে সেখানে প্রতিরক্ষা ব্যবস্থা মোতায়েন করা যেতেই পারে।
তবে কোনো দেশ এই পদক্ষেপের লক্ষ্য নয়। মন্ত্রণালয়ের এক মুখপাত্র বলেন, যারা আক্রমণাত্মক মনোভাব দেখাচ্ছে না, তাদের দুশ্চিন্তার কোনো কারণ নেই।
আগামী জুলাই মাসে হাওয়াই দ্বীপপুঞ্জে মার্কিন নেতৃত্বে একাধিক দেশের নৌবাহিনীর যৌথ মহড়া অনুষ্ঠিত হবার কথা। বিশেষজ্ঞদের মতে, চীনকে প্রথমে তাতে যোগ দিতে আমন্ত্রণ জানালেও সে দেশের পদক্ষেপের ফলে সেই আমন্ত্রণ প্রত্যাহার করা হতে পারে। উল্লেখ্য, ২০১৫ ও ২০১৬ সালে চীনা নৌবাহিনী এই মহড়ায় যোগ দিয়েছিল৷
এদিকে এক মার্কিন প্রতিনিধিদল বাণিজ্য নিয়ে দুই পক্ষের বিরোধ মেটাতে বেইজিং-এ আলোচনা চালাচ্ছে। কিছু বিষয়ে অগ্রগতি হলেও বিরোধ মেটানোর ক্ষেত্রে কোনো বড় সাফল্যের আশা করছে না কোনো পক্ষ। চীনের সরকারি সংবাদ মাধ্যমের মতে, বিরোধ মেটাতে দুই পক্ষকেই আপোষ মেনে নিতে হবে।
বাণিজ্য যুদ্ধের অর্থ কী?
কোনো দেশ কোনো এক বা একাধিক পণ্য আমদানির উপর কর, শুল্ক বা অন্য কোনো আর্থিক বোঝা চাপালে বাকি দেশগুলিও পালটা পদক্ষেপ নিতে পারে।
বিশেষ করে যুক্তরাষ্ট্র ও চীনের মতো বিশাল দেশের সংঘাতের জের ধরে গোটা বিষয়টি আন্তর্জাতিক স্তরে বাণিজ্য যুদ্ধের আকার নিতে পারে, যা নিয়ন্ত্রণে আনা মোটেই সহজ হবে না।
১৯৩০-এর দশকে শেষ বাণিজ্য যুদ্ধের জের ধরে ‘গ্রেট ডিপ্রেশন’ বা বিশাল মন্দা আরও মারাত্মক আকার ধারণ করেছিল। মার্কিন প্রেসিডেন্ট হার্বার্ট হুবার সে বছর শুল্ক সংক্রান্ত নতুন আইন কার্যকর করার ফলে ২০ হাজারেরও বেশি পণ্যের উপর শুল্ক চাপানো হয়েছিল। ট্রাম্প প্রশাসন অবশ্য দাবি করছে যে, এ ক্ষেত্রে শুধু নির্দিষ্ট কিছু পণ্য ও দেশের জন্য শুল্ক চাপানো হচ্ছে।
এদিকে মার্কিন যুক্তরাষ্ট্রের জন্য প্রতিকূল বাণিজ্য ঘাটতির বিরুদ্ধে শুরু থেকেই তোপ দেগে এসেছেন ডোনাল্ড ট্রাম্প। তবে সমালোচকদের মতে, এমন সংকীর্ণ দৃষ্টিভঙ্গির ফলে তিনি যুক্তরাষ্ট্রের সার্বিক বাণিজ্যিক সম্পর্কের স্বার্থ দেখতে পাচ্ছেন না। কারণ, আন্তর্জাতিক বাণিজ্যিক কাঠামো তোলপাড় হয়ে গেলে আখেরে যুক্তরাষ্ট্রেরই ক্ষতি হবে। ডলারের বিনিময় মূল্য বেড়ে যাবে, রপ্তানি কমে যাবে এবং প্রবৃদ্ধি ক্ষতিগ্রস্ত হবে।
পালটা পদক্ষেপ
ট্রাম্প প্রশাসন একের পর এক শাস্তিমূলক পদক্ষেপ ঘোষণা করলে বাকি দেশগুলিও হাত গুটিয়ে বসে থাকবে না। কানাডা, মেক্সিকো, চীন, জাপান, ব্রাজিল ও ইউরোপীয় ইউনিয়ন যুক্তরাষ্ট্রের বিরুদ্ধেও পালটা পদক্ষেপের প্রস্তুতি নিচ্ছে। এমন বাণিজ্য যুদ্ধ এড়াতে দ্বি-পাক্ষিক বোঝাপড়ার চেয়ে বহুপাক্ষিক সমাধানসূত্রের পরামর্শ দিচ্ছেন অর্থনীতি বিশেষজ্ঞরা।
যুক্তরাষ্ট্রের ক্ষতি:
সব সাবধানবাণী উপেক্ষা করে ট্রাম্প যদি সত্যি আমদানির উপর বাড়তি শুল্ক চাপান, তার পরিণতি অ্যামেরিকার জন্যও ইতিবাচক হবে না৷ যেমন, ইস্পাত আমদানির উপর শুল্ক চাপালে অ্যামেরিকার বাজারেও তার মূল্য বেড়ে যাবে৷
তার ফলে মার্কিন ইস্পাত কোম্পানিগুলির লাভ হলেও ক্রেতাদের বাড়তি মূল্য গুনতে হবে৷ যে কোম্পানিগুলি ইস্পাত ব্যবহার করে পণ্য উৎপাদন করে, তাদের উৎপাদন ব্যয় বেড়ে যাবে।
এছাড়া আমেরিকায় ইস্পাত রপ্তানি করতে না পারলে চীন ইউরোপের বাজারে তা আরও সস্তায় বিক্রি করার চেষ্টা করতে পারে৷ স্বাভাবিক বাণিজ্য ব্যাহত হলে এমন আরও দৃষ্টান্ত দেখা যেতে পারে৷
সামগ্রিকভাবে এমন অস্বাভাবিক প্রবণতা নানাভাবে সাধারণ মানুষের জন্য ক্ষতিকর হবে বলে আশঙ্কা করা হচ্ছে৷ সাম্প্রতিক নানা সংকট কাটিয়ে বিশ্ব অর্থনীতি যখন সবে মাথা তুলে দাঁড়াচ্ছে, তখন নতুন করে এমন বিপদ দুশ্চিন্তার কারণ হয়ে উঠছে।
যদিও আন্তর্জাতিক বাণিজ্য সংগঠন ডব্লিইউটিও সাম্প্রতিক কালে বিশ্ব বাণিজ্যের বিধিনিয়ম স্থির করে এসেছে এবং বিবাদ মেটানোর চেষ্টা করেছে। বাণিজ্য যুদ্ধ শুরু হলে মামলার সংখ্যা আরও বেড়ে যাবে৷
সব পক্ষ ডাব্লিইউটিও-র রায় না মানলে এই সংগঠন অত্যন্ত দুর্বল হয়ে পড়তে পারে। এমন কাঠামো তার কার্যকারিতা হারালে ভবিষ্যতে সেই ক্ষতি পূরণ করা সহজ হবে না।
